Looking at the badge settings and examples, I can see how to assign a badge to people who participate in a topic, but I don't see any way to show it only to a specific group.
I can see this being a useful addition all around - e.g. for staff to monitor certain things about members and for encouraging participation on the group and category level.

Update: Upon further testing, if you switch to another category and remove the tag filter, you are able to create a new topic. However, if you attempt to filter by tag again, the composer will open, but will list the wrong category.
